Electronic Invoicing United States

The United States has adopted a post-audit invoicing model. Over the years, the United States has launched various Governmental initiatives to increase adoption of true electronic invoices. These initiatives have primarily targeted the 19 million invoices processed by the Federal Government annually.

Today there is no clear timeline to mandate electronic invoicing. However, in July 2021 the Business Payment Coalition and the Federal Reserve announced the launch of the pilot project (e-Invoice Exchange Market Pilot) which aims to build an e-invoicing network for Business-to-Business (B2B) organizations all across the country.

More recently, in July 2023, the Business Payment Coalition has announced the successful completion at validation phase of e-remittance, and recommending moving towards a pilot phase supporting all electronic B2B payment methods.

Business-to-Government (B2G) electronic invoicing is being implemented gradually, with around 50% of all government invoices reported to have been processed electronically. The USA is seeing a strong trend toward electronic invoicing, something that Basware is following closely. We plan to deliver the best possible invoice services to B2B organizations in the United States.

The few electronic invoices that are exchanged in the United States are typically based on either cXML or EDI formats (ANSI X.12).

Archiving

Digital invoice archiving is allowed in the United States and the default retention period is 7 years. It is recommended to ensure the readability, integrity, and authenticity of the documents for stored invoices.

Basware provides compliant invoice archiving in the United States through the Basware Vault service.

Our advice

The United States allows various invoicing methods, including paper, PDF, electronic, and portal key-in invoices. However, the pre-dominant method of invoicing is still paper-based.

We strongly advise our customers to implement smart capture methods for receiving PDF invoices and avoid having to process them using OCR-techniques. With better PDF-handling solutions in place, buyers can request their suppliers to move away from paper-invoices and submit PDF invoices.

We see an increasing adoption of digital invoices (PDF-based) for mid-tier customers and/or suppliers, but true electronic invoicing (XML or EDI-based) is still limited to a handful of big corporations.
