Electronic Invoicing Andorra

Andorra uses a post-audit invoicing model. The General Tax (VAT) was introduced in 2012, and since then electronic invoicing has been allowed. However, e-invoice adoption has largely been on a voluntary basis.

Business-to-Government (B2G) e-invoicing is not mandatory but allowed. There are no specific requirements or platforms for B2G invoicing however, it is mandatory for contracting authorities to receive e-invoices.

E-invoicing is also not required for Business-to-Business (B2B), but it is allowed. For B2B e-invoicing, the buyer´s consent is required.

Archiving

Digital invoice archiving is allowed in Andorra. The default retention period is 3 years from chargeable events or tax obligation occurrence. The readability, integrity and authenticity need to be guaranteed for stored invoices. Basware provides compliant invoice archiving in Andorra through the Basware Vault service.

Paper invoices issued or received can be destroyed after being scanned and stored digitally only with permission from the financial authority. Strict rules should be followed.

Basware Services

Basware supports all methods to receive invoices, including paper, portal, PDF, and true e-invoicing. We operate local scan centres to scan and capture data from paper invoices through Optical character recognition (OCR). To support electronic invoicing for suppliers that are not suitable for e-invoicing connections, Basware has established a native PDF service that is not based on OCR.

To send invoices, all methods are available, including the delivery to Peppol. We can deliver invoices as true invoices, via email with attached PDF, on our portal or printed locally.

We can capture data from Spanish-language invoices, and we provide both our supplier and buyer portals in Spanish. We also offer customer support in Spanish, French, English and many other languages.

Interoperability

Basware currently has no connection to any interoperability partners in Andorra. However, we do have the Basware Network, allowing us to connect to other open networks in France, Spain, Italy and many other countries.

Our advice

Andorra currently allows various invoicing methods: paper, PDF, electronic, and portal key-in invoices.

High levels of true electronic invoices can be obtained with adequate enablement campaigns. We advise both invoice receivers and invoice senders to reach out to their customer/supplier base and discuss the possibility to deliver invoices electronically. This will drive cost reduction, increased automation and improved collaboration.
